Social Development Minister Highlights New Framework Supporting People with Determination

Manama: Osama bin Saleh Al Alawi, Minister of Social Development, emphasised that Edict (55) of 2025, issuing the general framework for reviewing special education needs, reflects the Kingdom's steadfast commitment to continuing the empowerment and care of people with determination, through the development of a comprehensive educational and pedagogical system aligned with the best international practices.

According to Bahrain News Agency, the framework includes clear and transparent standards that contribute to raising the performance of educational and rehabilitation institutions, enhancing the quality of services provided to students and their families, and ensuring an inclusive learning environment that provides equal opportunities for all.

The Minister highlighted that this framework represents a significant addition to Bahrain's progress in social development and human rights, and reinforces its position as a leading model in the region in supporting equality of opportunity and promoting the inclusion of persons with disabilities at both regional and international levels.

He explained that the Ministry of Social Development will continue its work in partnership with the Education and Training Quality Authority and all relevant entities to follow up on the effective implementation of this framework, thereby strengthening public confidence and achieving further gains for persons with disabilities.

The adoption of this national framework represents an important step in the field of special education, as it sets comprehensive standards for evaluating the quality of education and rehabilitation in governmental, private, and non-governmental institutions. These standards cover leadership and management, policies and procedures, the quality of educational and rehabilitation programmes, as well as outcomes and results. The framework also seeks to identify strengths and opportunities for improvement, positively impacting the efficiency of educational and administrative staff.
