Doha: The State of Qatar has dispatched its 11th identical letter to His Excellency Secretary-General of the United Nations Antonio Guterres and His Excellency Permanent Representative of the Kingdom of Bahrain to the United Nations and President of the Security Council for the month of April, Jamal Fares Alrowaiei. The letter addresses the recent developments surrounding the Iranian attack on Qatari territories. This attack is described as a blatant violation of Qatar's national sovereignty and a direct threat to its security and territorial integrity, posing an unacceptable escalation that jeopardizes regional stability.
According to Bahrain News Agency, the letter was sent by Her Excellency Permanent Representative of the State of Qatar to the United Nations, Sheikha Alya Ahmed bin Saif Al-Thani. It highlighted the announcement by Qatar's Ministry of Defense regarding drone attacks by the Islamic Republic of Iran on March 28, 29, and 30, 2026. Qatar's Armed Forces successfully intercepted these drones. Additionally, the letter detailed the targeting of Qatar by three cruise missiles on April 1, of which two were intercepted, while the third struck an oil tanker leased to QatarEnergy in Qatar's economic waters.
The letter also noted that necessary measures were undertaken to evacuate the tanker, which had a crew of 21, without any recorded human losses. QatarEnergy confirmed that the tanker "Aqua 1" was targeted by a missile, but there were no injuries to the crew or environmental impacts. This attack occurred despite the Security Council's adoption of Resolution No. 2817 (2026), condemning Iran's attacks and demanding their cessation.
Qatar reiterated that the attack violates Security Council Resolution 2817 (2026) and urged the Security Council to take action to stop these violations. The letter emphasized that the attacks targeted civilian infrastructures, breaching the 1949 Geneva Conventions and principles of international humanitarian law.
Furthermore, the letter stressed the international responsibility of Iran for these illegal actions, obligating it to compensate for damages incurred by Qatar. Qatar assured that all damages and losses would be assessed by the competent authorities and promised to keep the UN and Security Council updated on developments.
Qatar reserved its right to respond under Article 51 of the UN Charter, emphasizing its commitment to protecting its sovereignty and the safety of its citizens. The State of Qatar also requested that the letter be circulated as an official document of the Security Council.
