Marrakech: Dr. Ali Majed Al Noaimi, member of the delegation of the Parliamentary Division, participated in a session on promoting investment in artificial intelligence (AI) and establishing an AI centre for the Euro-Mediterranean and Gulf regions during the fourth Marrakech Parliamentary Economic Forum for the Euro-Mediterranean and Gulf Region. Dr. Al Noaimi said Bahrain has prioritised digital transformation and AI within its development plans, building on the comprehensive reform project of His Majesty King Hamad bin Isa Al Khalifa and with the support of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister.
According to Bahrain News Agency, Dr. Al Noaimi highlighted that Bahrain's approach has been translated into policies and strategic investments that have enhanced the Kingdom's position as a centre for digital innovation. This has been achieved through the development of modern digital infrastructure, the expansion of smart government services, the enhancement of innovation and entrepreneurship ecosystems, and the creation of a legislative and investment environment supportive of advanced technologies and AI.
Dr. Al Noaimi reviewed Bahrain's experience in AI, noting that the Kingdom recognised early the importance of preparing for the Fourth Industrial Revolution. This preparation includes training and capacity-building programmes, strengthening public-private partnerships, and supporting entrepreneurship and innovation. He added that these efforts contribute to preparing national talent capable of benefiting from opportunities created by AI and addressing related challenges.
He called for the establishment of a regional AI centre serving the Euro-Mediterranean and Gulf regions, describing it as a strategic platform for cooperation, exchange of expertise, capacity building, and future foresight. Such a centre would also serve as an investment in advancing development and economic transformation.
Dr. Al Noaimi emphasized that establishing such a centre would help unify efforts, coordinate initiatives, and provide a shared platform for research, development, and knowledge transfer. This would enhance economic and technological integration between countries of the two regions, helping to narrow the digital divide and accelerate innovation.
He noted that the proposed centre could support scientific research and innovation, develop legislative and ethical frameworks governing AI applications, strengthen cybersecurity and data protection, build human capabilities, and provide an attractive environment for investment, startups, and emerging technology projects.
Dr. Al Noaimi added that international indicators show that countries investing in digital infrastructure, scientific research, and specialised human capital are better positioned to enhance competitiveness and achieve sustainable development. He underscored that parliaments have an important role in addressing digital transformation through developing the necessary legislation, strengthening oversight of emerging technologies, and ensuring the responsible and ethical use of AI while balancing innovation with the protection of rights and fundamental freedoms.
