HM King Hamad Ratifies Law Amending Media Regulations in Bahrain

Manama: His Majesty King Hamad bin Isa Al Khalifa has ratified and issued Law (41) of 2025, which amends certain provisions of Decree-Law (47) of 2002 concerning the regulation of the press, printing, and publishing. This ratification follows the approval of the Shura Council and the Council of Representatives.

According to Bahrain News Agency, the title of the existing decree-law has been updated to "Decree-Law No. (47) of 2002 Regarding the Regulation of the Press and Digital Media." This reflects a broadened scope to encompass both traditional and digital media landscapes within Bahrain.

The amended law introduces a comprehensive overhaul of the legal framework governing media operations. It includes updated definitions and regulations dealing with licensing, ownership, and management of media institutions, including online platforms. It delineates responsibilities and accountability for editors-in-chief and media managers, enhancing the overall governance structure in the media sector.

Additionally, the law sets forth procedures for corrections and the right of reply, while establishing guidelines for transparency, editorial responsibility, and professional conduct. It also enforces penalties for violations such as operating without a license or publishing prohibited content.

Significantly, the law prohibits the pre-trial detention of journalists and outlines procedures for investigations and legal proceedings in media-related offenses. Existing digital media platforms are mandated to regularize their status within six months of the law's enforcement to comply with the new regulations.

The implementation of this law falls under the jurisdiction of the Prime Minister and relevant ministers, with the law set to take effect the day after its publication in the Official Gazette.
