Verdict Enforcement Director General Discusses Cooperation with Kuwait Correctional Institutions Delegation

Manama: Shaikh Khalid bin Rashid Al Khalifa, Director General of the General Directorate of Verdict Enforcement and Alternative Sentencing, received Brigadier Osama Majid Al Majid, Assistant Director General of the General Directorate of Correctional Institutions in the State of Kuwait, along with his accompanying delegation.

According to Bahrain News Agency, Shaikh Khalid bin Rashid discussed means to enhance cooperation, coordination, and the exchange of expertise between the two countries in the field of alternative sentencing, in addition to other areas of common interest. The initiative is part of the efforts to strengthen bilateral relations and improve the judicial and correctional systems in both nations.

Shaikh Khalid bin Rashid highlighted that the alternative sentencing and open prisons programme is one of the initiatives of His Majesty King Hamad bin Isa Al Khalifa and reflects the humanitarian and societal values of His Majesty the King. He noted that the programme is closely followed up by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, ensuring its alignment with the country's vision for progressive penal reforms.

He added that the programme has achieved notable and international milestones in the field of human rights, under the directives of General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior, and his commitment to applying the highest global standards. These efforts led to the open prisons programme receiving international accreditation from the American Correctional Association, becoming the first institution outside the United States to do so, marking a significant achievement for the Kingdom.

The delegation visited the open prisons complex, where they were briefed on the facilities and the various rehabilitation programmes offered to beneficiaries. They also reviewed the features and development stages of the alternative sentencing law since its launch in 2018, gaining insights into its operational framework and impact.

The delegation also visited several locations where beneficiaries serve alternative sentences, including the Inmate Reform and Rehabilitation Centre, Salmaniya Medical Complex, Delmon Rehab, and the Public Security Officers Club. They were given an overview of the integrated environment provided for beneficiaries, including training halls, project incubators, and the services and support available through official channels to facilitate licensing procedures and enable beneficiaries to launch and manage their projects.

The Kuwaiti delegation commended the alternative sentencing and open prisons programme, describing it as a unique national experience developed with high standards and professionalism. They emphasised the importance of enhancing cooperation and exchanging expertise in this field for the benefit of all, highlighting the potential for mutual learning and development.
