New york: The United Nations Security Council adopted a resolution submitted by the Kingdom of Bahrain on behalf of the Gulf Cooperation Council (GCC) member states and the Hashemite Kingdom of Jordan, condemning the blatant Iranian aggression against countries of the region and calling on Iran to immediately cease its attacks, including the use of militias.
According to Bahrain News Agency, the resolution was adopted during a voting session convened at the request of the Kingdom of Bahrain in its capacity as a member of the Security Council and as Chair of the 46th session of the Supreme Council of the GCC. The move came as part of intensive Bahraini, Gulf, and Jordanian diplomatic efforts at the international level, which resulted in the adoption of Resolution 2817. The resolution also received broad support from the wider international community beyond the Security Council, with 135 countries formally co-sponsoring the draft resolution, making it the most widely supported Security Council resolution by UN member states in the organisation’s history.
The resolution contains three main elements: a strongly worded condemnation of the blatant Iranian aggression, which constitutes a violation of international law and a serious threat to international peace and security, and a call on Iran to cease attacks against innocent civilians and civilian targets; a demand that Iran halt all hostile and provocative actions, including the use of proxies; and condemnation of Iran’s deliberate targeting of innocent civilians and civilian objects, including vital infrastructure such as airports, energy facilities, and commercial centres, as well as attacks and threats against the Strait of Hormuz and the right of international navigation.
Ambassador Jamal Fares Alrowaiei, Permanent Representative of the Kingdom of Bahrain to the United Nations in New York, stated during his address to the session following the adoption of the draft resolution that the Security Council, by adopting this resolution today, has taken a clear position rejecting the attacks that targeted countries of the region and reaffirming its commitment to maintaining international peace and security.
The Permanent Representative expressed the Kingdom of Bahrain’s appreciation-on behalf of the GCC member states and the Hashemite Kingdom of Jordan-to the Presidency of the Council for the current month, the delegation of the United States of America, for its swift response in convening this important session. He also extended thanks to the members of the Security Council who voted in favour of adopting the resolution and conveyed deep gratitude to all UN member states outside the Council that co-sponsored the resolution, numbering 135 countries. He affirmed that this broad international support reflects a collective recognition of the gravity of the blatant Iranian aggression faced by the Kingdom of Bahrain, the GCC member states, and the Hashemite Kingdom of Jordan over the past twelve days.
The Permanent Representative affirmed that the resolution represents a clear and unified message from the Security Council that the missile attacks and drone strikes carried out-and continuing to be carried out-by the Islamic Republic of Iran against several countries in the region, including the Kingdom of Bahrain, are unacceptable acts that constitute a flagrant violation of the Charter of the United Nations, the fundamental rules of international law, and the principles of good neighbourliness.
He further noted that the region has witnessed in recent days a series of reprehensible attacks targeting civilian facilities, infrastructure, and residential areas across several countries, resulting in casualties and injuries among innocent civilians. He emphasised that the Council’s adoption of this resolution today demonstrates that the international community stands united in confronting these hostile acts and that the security and stability of the region form an integral part of the international peace and security framework.
The Permanent Representative also highlighted that the region represents a vital artery for the global economy and a key corridor for international trade, supply chains, and energy. He noted that the Council reaffirmed in the adopted resolution-as well as in previous resolutions-the vital importance of the Arabian Gulf region to global economic stability and the need to safeguard maritime security and critical infrastructure within it. Accordingly, he stressed that protecting the security of this region is not merely a regional matter but a shared international responsibility closely linked to the stability of the global economy and the security of energy supplies and international trade.
The Permanent Representative reiterated the firm position of the Kingdom of Bahrain, the GCC member states, and the Hashemite Kingdom of Jordan regarding their full and inherent right to self-defence and to take all necessary measures to protect their sovereignty and territorial integrity, in accordance with Article 51 of the Charter of the United Nations and within the framework of international law.
In this context, he paid tribute to the personnel of the Bahrain Defence Force, the Ministry of Interior, the National Guard, and all military and security authorities in the Kingdom of Bahrain, who have demonstrated the highest levels of efficiency and readiness in confronting these attacks and defending the Kingdom’s territory and the safety of its citizens and residents. He also extended appreciation to all military and security forces in the GCC member states and the Hashemite Kingdom of Jordan, as well as allied forces, which are operating with exceptional efficiency and readiness and in a spirit of solidarity and shared responsibility to protect the security and stability of the Arabian Gulf and safeguard the well-being of its peoples.
The Permanent Representative commended the adoption of this resolution as reflecting a clear stance by the international community in firmly confronting threats to regional and international security and as evidence of the Security Council’s commitment to fulfilling its responsibilities in maintaining international peace and stability. He added that the resolution sends a clear message that the international community is taking a firm position in rejecting these reprehensible Iranian acts of aggression that target sovereign states and threaten the security and stability of their peoples-particularly in a region of strategic importance to the global economy and the security of energy supplies and international trade. He noted that this was also emphasised by the Security Council in its previous Resolution 552 of 1984, which stressed the vital importance of the Gulf region for global economic stability and freedom of international navigation.
In closing, the Permanent Representative reaffirmed the Kingdom of Bahrain’s firm commitment to the purposes and principles of the Charter of the United Nations and its continued efforts to work with regional and international partners to strengthen security and stability in the region and to preserve the safety, prosperity, and stability for which our countries have long been known, despite attempts by those who do not share this path to divert us from it.
