SLRB and Justice Ministry Launch Temporary Ownership Certificate to Streamline Mortgage Procedures


Manama: The Survey and Land Registration Bureau (SLRB) has introduced the Temporary Ownership Certificate, an official substitute for the original title deed, to be used once mortgage procedures are completed. This initiative has been launched in cooperation with the Ministry of Justice, Islamic Affairs and Waqf.



According to Bahrain News Agency, Bassim bin Yaqoub Al Hamer, President of SLRB, stated that the new certificate is the result of recent consultations with representatives from commercial banks and real estate developers aimed at addressing challenges in mortgage transactions. He explained that the certificate will act as a legally recognized document until the original title deed is issued, thereby accelerating procedures and improving efficiency in the sector.



Al Hamer further emphasized that the temporary certificate holds the same legal weight in proving ownership, thereby enhancing the effectiveness of the property registration system and reinforcing trust in Bahrain’s real estate market. He noted that the decision followed a comprehensive review designed to safeguard the rights of all parties within a transparent and clearly defined legal framework. He also mentioned that the initiative represents a significant step towards a fully digital property system based on transparency, legal clarity, and ease of access for individuals and financial institutions alike.



The president also acknowledged the strong partnership and support from the Justice Ministry. He remarked that the initiative contributes to enhancing Bahrain’s real estate competitiveness and supports national development efforts aligned with the Bahrain Economic Vision 2030.



Nawaf bin Mohammed Al Ma’awda, Minister of Justice, Islamic Affairs and Waqf, expressed the ministry’s full support for the initiative, underscoring its role in simplifying property registration and enhancing transparency. He highlighted that the Temporary Ownership Certificate will facilitate faster and more efficient completion of real estate and financial transactions, further strengthening confidence in Bahrain’s property market.
