Dubai: In his capacity as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates, has issued Law (2) of 2026 concerning public safety in the Emirate of Dubai. This legislation aims to establish a comprehensive framework to ensure safety standards for individuals and property, contributing to sustainable development. The law is set to take effect on June 1, 2026.
According to Bahrain News Agency, the law focuses on minimizing injuries and damage from accidents, ensuring the safety of market services and products, and setting preventive standards for public venues, leisure sites, and events. This initiative supports tourism and seeks to promote public safety awareness within the community.
The law designates Dubai Municipality's Environment, Health and Safety Agency as the regulatory body responsible for overseeing public safety. It mandates safety requirements for public venues, such as equipment compliance with standards, installation of firefighting systems and first aid supplies, regulated entry and exit in accordance with capacity limits, and adherence to permitted noise levels.
Furthermore, the law specifies the duties of owners and the public, including following safety instructions and evacuation procedures. It prohibits the unauthorized handling of explosives or hazardous materials and tampering with infrastructure facilities and waste containers.
Violations of the law will incur fines ranging from AED500 to AED1,000,000, with penalties doubled for repeated offences up to AED2,000,000. Dubai Municipality employees and relevant authorities have been granted judicial enforcement powers to document violations. Owners are given a two-year period to comply with the new legal provisions.
