Civil watchdog releases flagship report on government’s performance

The Al Hayat Centre for Civil Society Development (Rased) released a report on Monday, providing an in-depth evaluation of Prime Minister Bisher Khasawneh's government's performance over the past two and a half years. The report detailed 796 commitments pledged by the government, divided among four main strategic programs: the Economic Modernization Vision (2023-2025), the Public Sector Modernization Plan (2022-2025), the Government's Economic Action Priorities Program (2021-2023) and the Government's Indicative Executive Program (2021-2024). Of the 79 commitments outlined in the Indicative Executive Program, the report revealed that approximately 43% have been accomplished, 11% are yet to commence, while the remaining 46% are currently in progress. Amer Bani Amer, Director General of the Centre, underscored the report's role in augmenting the culture of oversight and participation in the decision-making process. He asserted the importance of a proactive approach in addressing challenges and solving them in collaboration with experts and stakeholders. The Centre's research team, armed with quantitative and qualitative methodologies, relied heavily on information collected from search engines and ministry websites, garnering an 85% response rate from all ministries. Within the tenure of the Khasawneh government, a total of 880 decisions have been issued. Among these, the report's analysis found the legislative axis dominating with 29%, followed by the administrative and financial/economic axes, each holding 24%. Development, services and appointments each represented 10% of the decisions, and finally, international agreements and treaties constituted 3%. Appointment decisions for leadership positions by the Council of Ministers totaled 86, leading to the placement of 106 individuals over the two and a half year period. The report also delved into the realm of social media, analyzing the official ministry pages on Facebook from December 10, 2022, to December 4, 2023. Out of more than 29 million views on 10,041 posts, nearly 891,000 interactions (likes, comments, shares) were recorded, equating to roughly 3% of the total views. Interestingly, the Ministry of Local Administration was found to have the highest number of posts at 3,697, while the Ministry of Finance recorded the fewest with just two. When it came to engagement, the Ministry of Education led the pack with approximately 233,000 interactions. The government's Facebook page was not excluded from this analysis. Out of 334 posts, nearly 2.37 million views and about 86,000 interactions were recorded. The majority of the interactions, 74%, were likes, with comments making up 21% and shares constituting 5%.
