Interior Minister General Shaikh Rashid bin Abdullah Al Khalifa attended today a community meeting with owners and representatives of Majlises in Bahrain. Top Interior Ministry officials, Editors-in-Chief of local newspapers and media representatives attended. At the beginning of the meeting, the Interior Minister delivered the following speech: “By the grace of God, Bahrain witnesses an atmosphere of harmony, brotherhood and calmness because of the wise vision and proactive view of His Majesty King Hamad bin Isa Al Khalifa. He created out of his ambitious policy a source of national confidence and the creation of a calm present and bright future for Bahrainis for solid modernisation journey. I’m glad today to meet owners and representatives of Bahrain’s Majlises, which represent a prestigious social legacy and a genuine civilised example of interaction values and bonds between different segments of society to strengthen the social fabric. Their enlightenment and awareness role makes them a distinguished mark of Bahraini society with its honourable traditions and partnership in achieving security. It is known to you, my brothers, that any security achievement that is achieved targets the citizen within a community partnership based on cooperation, belonging and a sense of responsibility towards the nation. In this blessed gathering, I am pleased to share the positive statistics of security reports – praise be to God – regarding the crime rate in Bahrain, where the overall crime rate has decreased over the past four years by 30%. I am glad to share with you this outstanding security achievement, which, in my estimation, is due to several significant issues, the foremost of which is the royal reform project of HM the King. He makes citizens the ultimate goal in practising their political rights with justice and responsibility and ensuring a decent living for citizens in an environment of calmness and respect. He is the source of confidence and national defence that encourage Bahrainis to protect security and general order and to be the key partners in the stability system. The other matter is the blessed approach and the sincere hard work of the government, led by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, to make the citizen, the pillar, the means, and the key partner in the modernisation journey, within a unique governmental approach that gives hope for citizens. Within the government procedures in dealing with reality and overcoming difficult situations, the unemployment rate was reduced, the determination to reform the labour market and the remarkable combating of the COVID-19 pandemic dazzled the world through HRH Crown Prince and Prime Minister’s leadership of the national team to address the pandemic. In addition to the digital transformation of services, and the development of government performance and excellence in financial management, as well as administrative and financial control, through accountability and housing projects for citizens within specific time schedules. All the accomplishments come within the directives and inspirations of HM the King. Honourable attendees, the active participation of citizens is a security accomplishment, along with providing competent, specialised and disciplined policing and security services for a clear understanding of security partnership between citizens and police personnel and the joint responsibility in the protection of security and general order. In your presence, I am pleased to confirm that promoting the concept of community partnership has made security the responsibility of everyone and reinforced loyalty, belonging, good citizenship and a sense of responsibility, meaning that community partnership is no longer a theoretical concept but, instead, has become a living role model from the genuine Bahraini values. It is important to emphasise that the Bahrain Police forces derive their security mission from the values and culture of Bahraini society and its active role in reinforcing the principles of security and peace, which enabled to maintain the security and stability of Bahrain. In this context, I value the role of the media in being the truth seeker and its significant role in this security achievement by highlighting the full facts with honesty and neutrality, along with covering the science security efforts in protecting security and general order. Thanks are extended to all media efforts. Honourable attendees, Bahrain has a civilised legacy and distinguished model of democracy, and out of our national security responsibility, all of us should protect security and stability, mainly because we are expecting in the following days a constitutional occasion of the Council of Representatives and Municipal Councils elections. Participation in the election is an honest expression of national responsibility. We are working with you in partnership to protect the security of elections and spread calmness among citizens to be able to freely cast their votes and carry out their national duty protected by the constitution. Bahrain’s democracy is distinguished by its sincere performance, wisdom and positive and responsible approach within the genuine Bahraini identity. Close cooperation and constructive partnership between the legislative and executive authorities reflect security stability and contribute to protecting citizens’ interests within wisdom and vision to reach out to realistic solutions for various situations in Bahrain. I conclude that achieving community security based on social cohesion reflects the main element of the national front that works within the one-team spirit. He expressed sincere gratitude and appreciation for the achievement of stability and the cooperation between citizens and police personnel in protecting the security and the sense of responsibility.” After that, some Interior Ministry’s successful security programmes and initiatives were highlighted, including alternative sanctions and open prisons. They are two programmes of the General Directorate of Verdict Enforcement and Alternative Sentencing. The Director-General of Verdict Enforcement and Alternative Sentencing, Shaikh Khalid bin Rashid Al Khalifa highlighted the role of alternative penalties in reducing the rate of repeated crimes. He said that the reduction rate reached 33.3% this year. He continued that the rates of violating the implementation of the alternative sanctions reduced by 71.3% in 2021. The Director-General said that the alternative penalties covered 4413 beneficiaries, while he noted that the open prison programme includes three phases: evaluation, rehabilitation and integration. Meanwhile, the Commander of the Royal Academy of Police (RAP), Brigadier Fawaz Al Hassan, discussed the academy’s summer camp as part of the National Plan to Promote the Spirit of Belonging to the Nation and Reinforce the Values of Nationalism (Bahrainouna). He said that since 2009, the camp has been attended by 9641 students and achieved a 90.3% satisfaction rate among the participants and a 91.3% satisfaction rate among parents. Members of Bahrainouna Executive Office Dr Yousif Mohammed highlighted that the plan has 107 initiatives to promote national values. For his part, Major Nasser Al Kubaisi from the General Directorate of Verdict Enforcement and Alternative Sentencing highlighted the “Fael Khair” initiative that covered 429 cases of individuals who were jailed for failing to pay their financial obligations. The meeting also highlighted the Recovery programme of the General Directorate of Criminal Investigation and Forensic Science that was launched in 2018 to help drug addicts. Also, the Director of the Maan (together) programme against violence and addiction, Ali Ameeni, highlighted the programme’s contribution to reducing the wrong behaviour at schools by 56.5%.
